Shillong, March 13: The Meghalaya High Court has ordered deployment of 10 companies of central industrial security force (CISF) to check illegal transportation of coal.

This was after the state had indicated that a sum of Rs 316 crore would be required for construction of quarters and barracks if 100 companies of CRPF are to be deployed in the state.

In its order, the full bench headed by Chief Justice Sanjib Banerjee said, “Instead, it appears to be fair and reasonable to this Court to deploy 10 companies, not of CRPF but of Central Industrial Security Force. That is because, as the Central government duly points out, the CRPF functions under the command of the State police whereas CISF can function independently.”

On a query from the Court, it was submitted on behalf of the Central government that CISF would be able to handle the aspect of checking goods vehicles.

“Considering the total area in the State and that some of the remote pockets do not have roads or even the menace of illegal coal mining and its transportation, 10 companies of CISF should be enough to check the vehicles and completely arrest the illegal transportation of coal,” the Court said.

“While CISF is engaged in checking the vehicles, there is no doubt that it would also check for contraband and ensure that the goods vehicles conform to the weight limits for plying on the State and national highways in Meghalaya,” it added.

The Court also directed Dr Mozika to ascertain the logistics and formalities for 10 companies of CISF to be deployed for the purpose of checking the illegal transportation of coal in the State.

“The process may not last several years as the State proposes to open up scientific mining and grant licenses therefore in accordance with law which may make illegal coal mining an unattractive proposition thereafter,” it said.

Justice Katakey has filed an 11th interim report which the State and the Central government should consider.

The Court further said it was also proposed that upon the 10 CISF companies being made available for the indicated purpose, the key areas which need to be manned and guarded would be decided in consultation with Justice Katakey.

“It is made clear that the deployment of CISF will be on payment basis, subject to negotiation between the State and the Centre,” it stated.

Earlier, the State has prepared a blueprint for the deployment of the Central Reserve Police Force in the State to check the illegal mining of coal and its transportation.

The State’s plan is rather grandiose as it seeks deployment of 100 companies in the eastern range and 60 companies in the western range where one company consists of 135 personnel.

Though the State has indicated in great detail the number of companies to be deployed in the 12 districts, including bifurcating the companies which would be involved in checking vehicles and others which would check the mining activities, the cost implication, even on a short-term, temporary basis, may make it unfeasible.

Indeed, only on account of construction of quarters and barracks, the State has indicated a sum of Rs 316 crore and for requisitioning vehicles an annual expenditure in excess of Rs 58 crore.

At any rate, even if the infrastructure constructed may be put to use by the State upon the CRPF no longer being required, it would take a considerable period to complete the construction and it would be a Herculean task to house 160 companies on a temporary basis.

Indeed, the State’s coal reserves may be exhausted by the time the State’s grand design is put in place.

The next hearing will be held on March 20.

Shillong, March 8: Forty-five of the fifty-nine winning candidates in the 2023 Assembly elections are crorepatis. This was as per a statement issued by Meghalaya Election Watch and Association for Democratic Reforms (ADR) after having analysed the self-sworn affidavits of all 59 winning candidates.

These include 20 (77 per cent) out of 26 from NPP, 9(82 per cent) out of 11 from UDP, 4 (80 per cent) out of 5 from AITC, 3 (60 per cent) out of 5 from INC and 2 (100 per cent) out of 2 from BJP winning candidates have declared assets worth more than Rs. 1 crore.

The average of assets per winning candidate in the Meghalaya Assembly Elections 2023 is Rs 10.14 Crore while it was at Rs 7.18 crore in 2018.

The average assets per winning candidate for 26 NPP winning candidates is Rs 6.83 crore, 11 UDP winning candidates is Rs 19.96 crore, 5 AITC winning candidates is Rs 12.72 crore, 5 INC winning candidates is Rs 3.03 crore, 2 BJP winning candidates is Rs 14.91 crore and 2 Hill State People’s Democratic Party winning candidates have average assets worth Rs 32.21 crore.

The top three winning candidates with high assets are UDP chief and Mairang MLA Metbah Lyngdoh with Rs 1,46,31,51,838,  HSPDP MLA Methodius Dkhar – Rs 55,10,00,487 and  Sniawbhalang Dhar  – Rs 45,35,80,343, while the winning candidates with the low assets are AITC legislator from Dadenggre Rupa M. Marak with Rs 5,19,949, VPP legislator from North Shillong with Rs 13,61,442 and UDP legislator from Mokaiaw Nujorki Sungoh with Rs 18,73,220.

A total of 8 winning candidates have declared liabilities of Rs 1 crores and above. Of this, the top 3 winning candidates are Metbah Lyngdoh with Rs 44,54,23,816, Renikton Lyngdoh Tongkhar with Rs 7,28,20,406 and Sosthenes Sohtun with Rs 4,78,90,545.

The 3 winning candidates who have declared the highest income in their Income Tax Returns include Sniawbhalang Dhar with Rs 30,39,76,984, Renikton Lyngdoh Tongkhar with Rs 4,64,89,741 and  Methodius Dkhar with Rs 2,43,95,433.

Also, 3(12 per cent) out of 26 NPP winning candidates have declared criminal cases against themselves in their affidavits.

2 (8 per cent) out of 26 NPP winning candidates have declared serious criminal cases against themselves in their affidavits.

With regards to educational qualification, 17 (29 per cent) winning candidates have declared their educational qualification to be between 8th pass and 12th pass, while 39 (66 per cent) winning candidates have declared having an educational qualification of graduate and above. 3 winning candidates are Diploma holders.

37 (63 per cent) winning candidates have declared their age to be between 25 and 50 years while 22 (37 per cent) winning candidates have declared their age to be between 51 and 80.

Meanwhile, only 3 (5 per cent) winning candidates are women.

Shillong, March 7: The BJP national vice president and Meghalaya In-charge Dr M Chuba Ao remained tight-lipped regarding the party’s stand to fight against corruption.

On BJP to go ahead with its decision to investigate all cases of corruption against the Meghalaya Democratic Alliance (MDA-I) government, Dr Ao said, “Now, we are not talking about corruption. Let us form the government after that we will work and you will see how smoothly we run the government.”

He said the allegations of corruption were made during election time. “They also make allegations against our political party (that it is a) Hindu party and Hindutva”.

He however said there is no proof of the allegations of corruption. “We will stick to that only but we will work and we will come to know what is there. We also promise that we will not do such kinds of things,” Dr Ao said.

Whether he meant to say there was no corruption at all in the MDA-I government, the BJP leader however said, “I can’t say because at that time we were not so much acquainted with each other it is only we form the government to take the numbers but this time we are much more united.”

Shillong, March 7: The Bharatiya Janata Party (BJP) has decided that the cabinet berth will be shared between the two of its MLAs – Alexander Laloo Hek and Sanbor Shullai.

The decision came a day before Hek was sworn in as cabinet minister in the Conrad K Sangma-led Meghalaya Democratic Alliance (MDA-2) government.

In a letter to the NPP Chief, the BJP state president Ernest Mawrie said, “The party and its MLAs have symbiotically agreed to allow AL Hek to hold the berth for the first two and a half years which will end on August 7, 2025, following which Sanbor Shullai will hold the cabinet berth for the remaining term. Both the MLAs are hereby asked to respect and abide by the decision of the party and work mutually to ensure good governance and also to ensure check and balance.”

“Thus, I request your esteemed office to kindly honour the decision of the party and ensure both the MLAs get equal opportunity considering their seniority and support to your government,”  he added.

BJP Meghalaya In-charge Dr M Chuba Ao along with Hek and Shullai were also signatories of the letter submitted to the NPP chief.

After attending the swearing-in ceremony of the 12-member council of ministers, Shullai told reporters that this time an official agreement to share the cabinet berth between the two MLAs was made in the presence of the party leaders unlike in the last term which was only a “verbal agreement”.

“Besides the chief minister, the letter was also sent to the BJP national president JP Nadda and general secretary Rituraj Sinha,” he said.

Shullai said he does not have any problem waiting for his turn to take over as cabinet minister after 2 and a half years.

On his role in the government, the former cabinet minister said, “It will depend on the prerogative of the chief minister. I will accept anything for the interest of the people of my constituency.”
