Police constantly assessing security of public representatives

Shillong, Sept 19: Deputy Chief Minister in-charge Home (Police) Prestone Tynsong today said the State police is assessing the security of not only the chief minister but all elected members of the Assembly.

“We have to assess the security of each and every member of this House. That is why we are reviewing each and every now and then to know the safety and security of not only the CM but all members of this august House,” Tynsong said while replying to a special motion in the Assembly.

He was also referring to the statement made by former chief minister Mukul Sangma that he never heard in the history of Meghalaya that people were trying to attack or kill the chief minister.

During the discussion, Sangma had also slammed the government for booking young boys, arrested in the July 24 violence incident, under an act that deals with terrorists and members of banned organizations.

On this, Tynsong however said, “As far as this issue is concerned, let us wait till the process is completed whether police book them in this Act or that Act and then the truth will come out.”

“I, therefore, request the members of this august House that we don’t want to harm anybody or create any insecurity. We are here to protect and also to make sure we are all safe and secured wherever we are in the state of Meghalaya,” he added.

The deputy chief minister however reiterated that the July-24 Tura violence incident was pre-planned.

He said the people who had created the law and order did not wait for the outcome of the meeting convened by the chief minister and leaders of NGOs. “They started creating law and order outside while the meeting was still going on. Therefore, I said it was pre-planned.”

State BJP celebrates PM Modi’s 73rd birthday

Shillong, Sep 17: The State BJP celebrated the 73rd birthday of Prime Minister Narendra Modi today.

The program started with cutting of a beautiful cake by National Vice President Chuba Ao. The program was attended by State office bearers district office bearers, Mahila Morcha members and Yuva Morcha members at the State BJP office Shillong. Later, Prallad Joshi Union Minister joined the program.

This may mention that the BJP had declared September 17 to October 2 as a fortnight long program to ensure the reach of services to the poorest people.

This may be mentioned that Prime Minister has launched a new scheme for traditional craftsmen and artisans called PM Vishwakarma Scheme on the occasion of Vishwakarma Jayanti. The scheme aims not only to help them financially by providing loans at minimal interest rate but also to keep alive and rich the tradition, culture, and versatile heritage of past centuries through local products, art and sculpture.

The scheme is completely being funded by the Central government with an outlay of Rs 13,000 Crore.

Addressing the function, National Vice President Chuba Ao mentioned that how Modi dedicated his life for the people of the country.

He said Prime Minister’s vision is leading India towards being the number one country in the world. “Today all top country leaders believes in Modi,” he said.

The Prime Minister’s birthday also was celebrated in different districts including Regional office Tura.

NHRC seeks info on de-addiction centres

The National Human Rights Commission (NHRC) has issued notices to chief secretaries of all the States and Union Territories (UTs) and the Secretary, Union Ministry of Social Justice and Empowerment seeking a report on the de-addiction centres.

The NHRC wanted to know how many de-addiction centres are presently available with the Government Sector, can private entities be allowed to set up de-addiction centres, are there any rules or regulations framed under the NDPS Act to regulate the de-addiction centres as mandated in Section 71 of NDPS Act.

It also asked as to what is the mechanism for providing training to the persons employed in such de-addiction centres; and to specify the mechanisms to regulate private de-addiction centres including charges/fees, employment of staff, counsellor, medical staff, food supplied and overall upkeep of such rehabilitation centres.

This came after the NHRC has taken suo motu cognizance of a media report of yet another death of an inmate at a private drug de-addiction centre, which is the third such incident in the recent past.

Reportedly, a 24-year-old man was beaten to death by the people running a De-addiction Centre in Chandramani area of Dehradoon, Uttarakhand on 10th April, 2023.

Prior to this, the Commission had taken suo motu cognizance of two similar incidents at De-addiction Centres in NOIDA and Ghaziabad, Uttar Pradesh, and the reports have been sought.

The Commission has observed that all three rehabilitation centres, two in UP and one in Uttarakhand were being run by private entities. It needs serious consideration as to whether the De-addiction Centres can be allowed to be operated by private entities, and if it is so, whether State(s) have ensured sufficient safety measures in place to protect the interest of the inmates with a view to achieving the desired goal.

Notices have also been issued to the Chief Secretary and the Director General of Police, Uttarakhand calling for a detailed report in the instant case of the death of an inmate at Dehradoon Rehab Centre.

The reports should include the present status of the investigation of the case and compensation and relief, if any, provided to the Next of kin of the deceased.

According to the media report, carried on 13th April, 2023, the patients of the Dehradoon De-addiction Centre, have said that their beatings were frequent and routine, as were hunger and lack of hygiene. No doctor or counsellor ever visited the centre.
