State BJP celebrates PM Modi’s 73rd birthday

Shillong, Sep 17: The State BJP celebrated the 73rd birthday of Prime Minister Narendra Modi today.

The program started with cutting of a beautiful cake by National Vice President Chuba Ao. The program was attended by State office bearers district office bearers, Mahila Morcha members and Yuva Morcha members at the State BJP office Shillong. Later, Prallad Joshi Union Minister joined the program.

This may mention that the BJP had declared September 17 to October 2 as a fortnight long program to ensure the reach of services to the poorest people.

This may be mentioned that Prime Minister has launched a new scheme for traditional craftsmen and artisans called PM Vishwakarma Scheme on the occasion of Vishwakarma Jayanti. The scheme aims not only to help them financially by providing loans at minimal interest rate but also to keep alive and rich the tradition, culture, and versatile heritage of past centuries through local products, art and sculpture.

The scheme is completely being funded by the Central government with an outlay of Rs 13,000 Crore.

Addressing the function, National Vice President Chuba Ao mentioned that how Modi dedicated his life for the people of the country.

He said Prime Minister’s vision is leading India towards being the number one country in the world. “Today all top country leaders believes in Modi,” he said.

The Prime Minister’s birthday also was celebrated in different districts including Regional office Tura.

PM Modi inaugurates FM Transmitters in Nongstoin, Williamnagar

Prime Minister Narendra Modi inaugurated 91 new 100W FM Transmitters today via video conferencing. Community Radio Stations in Meghalaya’s Nongstoin and Williamnagar are among the 91 places wherein these transmitters have been inaugurated.

Addressing the gathering, the Prime Minister said that the day marks a significant step in the expansion of FM services by All India Radio in the direction of becoming All India FM. He underlined that the beginning of 91 FM transmitters by All India Radio is like a present for 85 districts and 2 crore people of the nation.

In a way, the Prime Minister said, it provides a glimpse of the diversity and colours of India. He informed that the districts covered under the new 91 FM transmitters are aspirational districts and blocks, and congratulated All India Radio for the momentous achievement.

He also congratulated the citizens of the Northeast who will greatly benefit from this.

The Prime Minister underscored the emotional connection of his generation with radio. “For me, there is an added happiness that I have a relationship with radio as a host too”, the Prime Minister said referring to the upcoming 100th episode of Mann Ki Baat.

He said “This kind of emotional connect with the countrymen was possible only through the radio. Through this, I remained linked to the strength of the country and the collective power of the duty among the countrymen.” He elaborated on this point by giving examples of the role of the programme in initiatives like Swachh Bharat, Beti Bachao Beti Padhao, and Har Ghar Tiranga which became a people’s movement through Mann Ki Baat. “Therefore, in a way, I am part of your All India Radio Team”, the Prime Minister added.

The Prime Minister underlined that the inauguration of 91 FM transmitters forwards the policies of the government that gives preference to the underprivileged who have been deprived of this facility so far. “Those who were considered to be distant will now get a chance to connect at a greater level”, the Prime Minister said.

Listing out the benefits of FM transmitters, the Prime Minister mentioned relaying important information on time, community building efforts, weather updates related to agricultural practices, information on food and vegetable prices for the farmers, discussions about the loss incurred by the use of chemicals in agriculture, pooling of advanced machinery for agriculture, informing women self-help groups about new market practices and assisting the entire community during times of a natural calamity. He also mentioned the infotainment value of the FM.

The Prime Minister said that the government is continuously working for the democratization of technology. “It is important that no Indian should feel scarcity of opportunity if India has to rise up to its full potential”, the Prime Minister said.

Making modern technology accessible and affordable is key to this. He explained this by mentioning optical fiber to all the villages and the cheapest data cost that has eased access to information. He said that this has given a new push to digital entrepreneurship in villages.

The Prime Minister emphasized that the tech revolution taking place in the country in the past few years has fabricated radio and especially FM in a new form. Noting the rise of the internet, the Prime Minister pointed out that radio has come to the fore in innovative ways through podcasts and online FM.

The Prime Minister touched upon the dimension of linguistic diversity and informed that FM transmission will take place in all the languages and especially in the regions with 27 dialects.

“This connectivity does not link just the tools of communications but it connects the people too. This is reflective of the work culture of this government”, said the Prime Minister highlighting the emphasis on social connectivity along with the promotion of physical connectivity.

“Our government is strengthening cultural connectivity and intellectual connectivity also”, the Prime Minister said.

Noting that tourism has got a boost after the rejuvenation of pilgrimages and religious places in different parts of the country, the Prime Minister said that the increasing number of people visiting tourist places is proof of increasing cultural connectivity in the country. He gave examples of museums related to tribal freedom fighters, Babasaheb Ambedkar’s Panchteerth, PM Museum and the National War Memorial and said that such initiatives have given a new dimension to intellectual and emotional connectivity in the country.

Concluding the address, the Prime Minister underlined the vision and mission of all communication channels like All India Radio and said that connectivity be it in any form, its purpose is to connect the country and its 140 crore citizens. He expressed confidence that all stakeholders will continue to move forward with this vision resulting in the strengthening of the country through continuous dialogue.

JHADC told to work with JMB on garbage management

The Meghalaya High Court has asked the Jaintia Hills Autonomous District Council (JHADC) to act in conjunction with the municipality to ease the citizens’ woes in regard to the garbage collection in Jowai town.

“In the meantime, the Jaintia District Council should act in conjunction with the Municipality to ease the citizens’ woes,” the division bench said in its order passed after hearing a PIL filed by the Synjuk Ki Waheh Shnong Jowai.

An affidavit has been filed by the Jowai Municipality pursuant to the order dated April 17, 2023.

The petitioner flagged several issues and said that all is not well in the matter of collection of garbage in the town of Jowai.

The petitioner’s affidavit in such regard should be filed within a week from date, the bench said while adding that the matter will appear 10 days hence.

The next hearing on the matter will be held on May 12.

Nongstoin, Williamnagar to get new FM transmitters

Prime Minister Narendra Modi will inaugurate 91 FM transmitters of 100 W today at 10:30 AM via video conferencing. The inauguration will give a further boost to radio connectivity in the country.

In Meghalaya, new FM transmitters will be inaugurated at Nongstoin and Williamnagar. FM Transmitter at Community Radio Station (CRS), Nongstoin would be operating on 100.1 MHz FM Band while the one at Williamnagar would be operating on 100.9 MHz FM Band. The 100W Transmitter is expected to be heard in around 400 Sq. km area delivering a bouquet of various programmes of entertainment and education to the listeners in the town and nearby villages.

An event to celebrate these occasions is being organised in the premises of CRS Nongstoin and Williamnagar. Shri Conrad Sangma, Chief Minister of Meghalaya will be joining these events virtually. Prominent persons of Nongstoin and Williamnagar including senior Government officers & dignitaries are likely to be physically present at Nongstoin and Williamnagar sites during the inauguration.

The government has been committed to enhance FM connectivity in the country. The 91 new 100 W FM transmitters have been installed in 84 districts across 18 States and 2 Union Territories. A special focus of this expansion has been on enhancing coverage in Aspirational Districts and in border areas. The States and UTs which are covered include Bihar, Jharkhand, Odisha, West Bengal, Assam, Meghalaya, Nagaland, Haryana, Rajasthan, Uttar Pradesh, Uttarakhand, Andhra Pradesh, Kerala, Telangana, Chhattisgarh, Gujarat, Madhya Pradesh, Maharashtra, Ladakh and Andaman & Nicobar Islands.

With this expansion of AIR’s FM service, an additional 2 crore people across the country, who did-not have access to the medium, will now be covered. It will result in expansion of coverage in about 35,000 sq km area.

The Prime Minister has been a firm believer in the important role which radio plays in reaching out to the masses. To harness the unique strength of the medium to reach out to the widest possible audience, Prime Minister started Mann Ki Baat programme, which is now nearing its landmark 100th episode.

Councils still against inclusions in proposed amendment to 6th Schedule

The three autonomous district councils – KHADC, JHADC and GHADC – has reiterated their strong opposition against the inclusion of ‘unrepresented tribe’ and ‘village council’ in the proposed amendment to the Sixth Schedule of the Indian Constitution.

After a joint meeting held here, KHADC chief Titosstarwell Chyne told reporters that the matter was discussed by the three ADCs after the Centre had yet again sought for their views.

“We are totally against implementation of the unrepresented tribe and the state government is also in the same line with us. Regarding the village council issue, we had maintained that instead of this, we propose village development council,” Chyne said.

He said that the two issues have been pending as they needed elaborate discussion.

“We have discussed this matter seriously. We have highlighted to our friends from Jaintia Hills and Garo Hills that in KHADC, we have passed the Village Development Council Bill and we would also like to that even in these two ADCs, they also should pass this Bill so that implementation of village council will not be applicable as we have our own traditional institutions,” Chyne said while adding that “because according to this proposed amendment, the implementation of the village council in the state will dilute the powers and functions of our traditional institutions. We will not like to see our traditional institutions will go away, we would like to see them to remain with our traditional practice that is why we have decided this matter will be discussed in the respective councils soon.”

When asked, the KHADC chief said, “These are the two issues which the central government has written to the state government to look into these issue.”

“Once we clear these two issues, then I think the central government also will be willing to pass this amendment at the earliest possible. Once we give green signal from here I think the Centre will take a call,” he added.

Regarding the number of seats, Chyne said, “We (three ADCs) have already agreed that it should not exceed 40 seats. That we have agreed.”

Further, the three autonomous district councils have also unanimously oppose the implementation of the Swamitva Scheme by the Centre.

“We totally oppose the implementation of this scheme in the state as our land tenure system is totally different from other states in the country. We have our traditional practices, we have our own land holding system in our state so that is why implementation of this scheme in the state is not acceptable,” Chyne said.

Meanwhile, the KHADC chief also informed that they demanded the state government to transfer back the subject relating to issuing of Scheduled Tribe certificate to all the three ADCs as it was done in the past.

“Issuing of PRCs by respective DCs was also discussed. The district administration should first get the confirmation from the ADCs before issuing any PRCs,” he stated.

ADCs want details of their share from royalty, taxes

The three autonomous district councils have asked the state government to provide the actual calculation of their respective shares from royalty on minor and major minerals and from the motor vehicle taxes.

Informing this after a joint meeting today, KHADC chief Titosstarwell Chyne told reporters that the issue relating to the financial matters to the three ADCs including GHADC and JHADC was discussed.

“We urge the state government that we should at least get the actual calculation regarding this matter,” Chyne said.

“We used to get share from the state government like minor and major mineral share and motor vehicle tax share from the state government. But unfortunately all these years, we never get a correct calculation how much our share used to be, we always got lump sum amount of share,” he added.

Urging the state government to also get more funds for the 3 ADCs, Chyne said, “We urge the state government to get more funds for all the three ADCs especially like the plan scheme, other financial assistance.”

Further, the KHADC chief said that they have also discussed about the delay in the release of the 15th Finance Commission Award from the Centre government and requested the need to release the funds in time.

“(We) urge the government to release our funds in time because delaying in the release of funds lead to delay in the implementation of the scheme. The central government use to give us pressure to submit the utilization certificates (UCs) but we cannot submit our UCs in time because we too did not get the funds in time,” he said.

According to him, the three ADCs are yet to get funds relating to Untied scheme for 2021-2022 and 2022-2023 till now.

“Therefore, we would like to jointly to urge the state government to see these kinds of delay in the implementation of the schemes should not take place,” he added.

ADCs say ‘NO’ to implementation of Uniform Civil Code

The three Autonomous District Councils (ADCs) have unanimously decided to jointly pass a resolution to oppose the Centre’s move to implement the Uniform Civil Code (UCC) in the state.

The decision was taken at a joint meeting of the chief executive members (CEMs) of the three Khasi Hills Autonomous District Council (KHADC), Jaintia Hills Autonomous District Council (JHADC) and Garo Hills Autonomous District Council (GHADC) – held in Shillong here today.

“We have unanimously decided that we will jointly pass a resolution that implementation of UCC in the Sixth Schedule area will be totally opposed (by us) and we also pass a resolution in our respective councils soon regarding this matter,” KHADC chief Titosstarwell Chyne told reporters after the meeting.

The UCC is a proposal to formulate and implement personal laws of citizens which apply on all citizens equally.

He said that the meeting had discussed at length the intention of the central government to introduce the UCC Bill in the country while adding that “we feel that UCC will directly had an impact on the powers and functions of the ADCs especially with our customs, our traditional practices, community as a whole.”

When asked if a special session will be convened in this regard, Chyne said hopefully a special session will be called by next month as they would like to speed up this matter.

“There are so many problems as I have said that it (UCC) will affect our traditional customs like marriage system. Once this UCC is implemented, we will have a uniform marriage system but here in our custom we have different, so religious and traditional custom will be affected. As Scheduled Tribe, we feel implementation of this UCC will not be acceptable in the state,” he said.

Further, the KHADC chief said that the state government will also have to go in the same line once a resolution is passed by the three ADCs as was done in the case of the Citizenship Amendment Act.

“…the CAA has been exempted in the Scheduled area I think the UCC should also be exempted from the Sixth Schedule. Therefore, we are demanding for exemption of the UCC from the Sixth Schedule area,” he further maintained.
