PM Vishwakarma scheme to empower traditional artisans, craftsmen

Shillong, Sep 17: Union Minister of State for Jal Shakti, Food Processing, and Industries, Prahlad Singh Patel has stated that the ‘PM Vishwakarma’ scheme will accord due respect to the traditional artisans and craftsmen. Patel made these remarks today in Shillong during the launch of the scheme by Prime Minister Narendra Modi.

The Minister emphasized that traditional artisans and craftsmen play an integral role in the society by preserving India’s centuries-old traditions and crafts but they are yet to receive the recognition they deserve, given their remarkable skills. Patel credited Prime Minister Narendra Modi for giving the talented artisans their due right by launching the ‘PM Vishwakarma’ scheme. He highlighted that this initiative would provide the necessary support and training to empower these essential members of our society.

He conveyed his best wishes on the occasion of Vishwakarma Jayanti and remarked that it is dedicated to the traditional artisans and craftspeople. Thanking the Prime Minister for launching the scheme for the artisans of the country, Patel said, “It is a coincidence that it is also the birthday of our Hon’ble Prime Minister Shri Narendra Modi who has been labouring to build a prosperous Bharat. This is a historic day in the development journey of India as the government has come forward as a partner to elevate the respect, enhance the capabilities, and grow the prosperity of the traditional artisans and craftsmen”

Enumerating the details of the scheme, the Minister said that during the next five years from 2023-24 to 2027-28 with an outlay of Rs 13,000 crore, 18 focus areas of artisans and craftsmen – Carpenter, Boat Maker, Armourer, Blacksmith, Hammer and Tool Kit Maker, Locksmith, Goldsmith, Potter, Sculptor, Stone breaker, Cobbler (Shoesmith/ Footwear artisan),  Mason (Rajmistri), Basket/Mat/Broom Maker/Coir Weaver, Doll & Toy Maker (Traditional), Barber, Garland maker, Washerman, Tailor and Fishing Net Maker have been included in the PM Vishwakarma Scheme.

They will be given recognition through PM Vishwakarma certificate and ID card, skill upgradation involving basic and advanced training, toolkit incentive of Rs 15,000, collateral-free credit support up to Rs 1 lakh (first tranche) and Rs 2 lakh (second tranche) at a concessional interest rate of 5 per cent, incentive for digital transactions and marketing support, he added.

‘PM Vishwakarma’ scheme represents a perfect blend of India’s civilisational ethos and traditional craftsmanship. The scheme offers the option of earning livelihood while at the same time sustaining India’s age old Guru-Shishya Parampara, said the Minister.

Elaborating on the measures to impart training to the skilled artisans and professions, Patel informed that during training times Rs 500 per day allowance will be provided to the Artisan friends. He also said that a toolkit voucher worth 15 thousand rupees will be given for a modern toolkit and the government will help in branding, packaging and marketing of the products.

The products of the local artisans will also be made available in the Government e Marketplace (GeM) for better marketing of their products, he added. He requested the authorities to make awareness across the state so that people get to know more about the scheme and can get themselves benefitted.

AIM against gambling in melas

The Awakening Indian Movement (AIM) has sought the intervention of the deputy commissioner of East Khasi Hills district to ensure a blanket ban on gambling at melas being organized by different agencies.

Speaking to media persons, chairman of AIM Bansharai Marbaniang said that many people from other part of the country come to Meghalaya to host various kinds of melas, however these melas have games that encourage gambling with money which is detrimental and have a negative impact on the welfare of the people.

Marbaniang alleged that melas throughout the country are being held in order to provide entertainment to all citizens where they can experience happiness especially for children, students, and youth but at present melas in Meghalaya are being held with gambling which have detrimental and a negative impact on the welfare of the people.

“During our visit to the mela held at the Parking Lot outside Polo Ground in Shillong, the mela hosted various gambling activities with money and young people and students in uniform participated in various gambling games” said Marbaniang.

Marbaniang said that AIM is not against organizing melas in the state, however it stands against the act of gambling that is being held at the venues hence the AIM sought the intervention into this matter.

One-day ASI camp held in Umiam

A one-day camp on Annual Survey of Industries (ASI)-2021-22 was held at RNB Carbide &Ferro Alloys, Umiam on Tuesday for sensitisation and to enable self-compilation of ASI return through ASI web portal by the industrial units covered under ASI 201-22.

The camp was organized by the National Sample Survey office, Field Operations Division (NSSO(FOD)), Regional Office, Shillong, Ministry of Statistics & Programme Implementation(MoSPI), Govt of India and about 20 industrial units around the Umiam Industrial Estate participated the camp. This is the second time such camp has been organized in recent times.

NSSO, FOD is responsible for conducting a large-scale survey in diverse field across the regions. Annual Survey of Industries (ASI) is one of India’s principal sources of Industrial Statistics. It provides statistical information to assess and evaluate, objectively and realistically the changes in growth composition and structure of organised manufacturing sector comprising activities related to manufacturing processes, repair services, gas and water supply and cold storage etc.

This survey also provides the one of the important inputs for calculating Gross domestic Product (GDP) of the country.

The survey is being conducted annually under the statutory provisions of collection of Statistics (COS) Act, 2008 (as amended in 2017) and the rules framed there under in 2011.

While addressing the camp, N. Mohondas Singh, Joint Director & Regional Head, NSSO(FOD), RO Shillong stressed the importance of ASI data in calculation of GDP of the country and appealed all the units for self-compilation and timely submission of the returns. He informed that the defaulting units could be prosecuted as per rules framed under Statistics Act 2008.

He further stated that this is the 2nd Camp organized in recent times to enable self-compilation and ensuring submission of ASI returns of the units. K. Jana, Managing Director, Riangdo Veneers thanked and appreciated the initiation of NSSO(FOD), RO Shillong for organising such important camp.

He further appealed to all the units to give more importance in submission of ASI returns timely like any other filing of returns viz, GST, Income Tax etc. The meeting was also attended by M Nongrum, Asst Director and other senior officers of NSSO (FOD), RO Shillong.
